Representatives Hansen and McKean, co-prime sponsors, presented Senate Bill 19-095, concerning a review of the higher education funding formula.  The bill requires that the Colorado Commission on Higher Education (CCHE) conduct a review of the higher education funding formula by November 1, 2019, and every five years thereafter.  The CCHE must submit the report to the Governor, Joint Budget Committee, and the education committees of the General Assembly.  The sponsors answered committee questions about the bill.

HB19-1161 - Amended, referred to House Appropriations

Representatives Buckner and Wilson, co-prime sponsors, presenting House Bill 19-1161, concerning the Health and Wellness Through Comprehensive Quality Physical Education Instruction Pilot Program within the Colorado Department of Education (CDE).  The bill creates the program, which will award three-year grants to eligible schools or school districts to implement a program of comprehensive physical education instruction.  Pilot program grants may cover the academic years of 2020-21 through 2022-23.  The sponsors responded to committee questions about the bill.

Representatives Buentello and Pelton, co-prime sponsors, presented House Bill 19-1132, concerning school incentives to use Colorado food and producers. The bill, as amended by the Rural Affairs and Agriculture Committee (Attachment D), creates two grant programs to encourage the purchase of Colorado products for use in federally subsidized meals in public schools and residential child care centers. The two grants are the Colorado Food Products Purchasing Incentives Grant Program and the Local School Food Purchasing Technical Assistance and Education Grant Program. Representative Buentello distributed Amendment L.004, which amends the Rural Affairs and Agriculture Committee Report, dated February 21, 2019 (Attachment E).
