Senator Winter, bill sponsor, introduced Senate Bill 19-192.  The bill creates an enterprise that provides grants to increase recycling in the Front Range.  Senator Priola, bill sponsor, made further introductory comments.

Steve Derus, Republic Services of Colorado, testified against the bill.  He distributed a handout (Attachment A).  Mr. Derus responded to a question from the bill sponsors regarding recyclable materials.  The bill sponsors responded to questions from the committee regarding the grant funding created by the bill, consumer interest in recycling, and demand for recycled material.
