Representative Buckner called the conference committee on House Bill 16-1183 to order. Representative Buckner explained the Senate amendments to House Bill 16-1183 and discussed the revised fiscal note. Committee members commented on the rerevised bill and Senate amendments. Senator Crowder explained his Senate amendments in further detail. Committee members debated the distribution of funding to the counties in the rerevised bill. Senator Crowder distributed proposed committee report CLHB1183.003 (Attachment A). Representative Buckner talked about the original fiscal note. Senator Newell questioned whether the Senate amendments changed the original purpose of the bill.

Senator Crowder discussed his amendment to the rerevised bill. Representative Buckner expressed her opposition to the amendment talked about the implications of not passing the bill. Committee members discussed including more stakeholders in the conversation, including the possibility of establishing an interim committee on the subject. Representative Buckner placed the committee in a brief recess.
