SB19-064 - Amended, referred to Senate Appropriations

Senators Gardner and Lee, co-prime sponsors, explained SB19-064, which creates cash funds for use for four ciminal justice programs in various state agencies, wtih moneys in these cash funds continuously appropriated to the departments operating the programs.  The bill also extends the sunset date for two of these programs by three years.  Senator Lee reiterated that the bill creates cash funds for unspent moneys to be retained for criminal justice programs instead of reverting back to the General Fund.  Senator Gardner emphasized that the money for the programs disappear otherwise.

Christie Donner, representing the Colorado Criminal Justice Reform Coalition, spoke in favor of the bill.  She discussed the importance of a continuous appropriation and the need for the sunset provisions to be extended. 

 

Senator Lee distributed Amendment L. 001 (Attachment A), which clarified and adjusted time frames for the funds.
