SB 25-134 was discussed - https://leg.colorado.gov/bills/sb25-134Commissioner Snyder mentioned paring down the fiscal note and the language of the bill. Commissioner Gardner concurred that there may be difficulty passing this bill this year, as the fiscal note is quite large.

Vice-Chair Levy inquired about other states
where this act has been enacted and what kind of fiscal note applied to
those bills. Commissioner Gardner recalled that the few states which have
passed this uniform act have had fiscal challenges. Chair McGihon agreed
with passing the bill but delaying the implementation.

Commissioner Snyder discussed the judges bill; he explained that bill may inform the path this bill takes. He reiterated that it would be a challenge to pass this bill this year, and he would prefer more time to develop the bill. Vice-Chair Levy discussed the bill's enactment in Maine and Washington State.

The committee discussed SB 25-126 - https://leg.colorado.gov/bills/sb25-126. Commissioner Snyder has not yet received pushback on this bill and he thinks it is a good bill to run. He does not foresee an issue with the bill's passage in the legislature.

Chair McGihon asked Commissioner Snyder
about being consulted regarding the Uniform Unclaimed Property Act. Commissioner
Snyder signed onto the bill today with Rep. Titone to enact updates and
put guardrails in. Vice-Chair Levy cautioned the committee members on reopening
this bill, due to many attempts to amend it by other factions in the past
when she has worked on it.

Commissioner Gardner advised conferring
with the ULC about this to ensure the bill's scope is as narrow as necessary.
Commissioner Gardner stressed the importance of narrowing the bill's scope,
and Commissioner Pike agreed on this point.

Commissioner Snyder recalled how last year, the commission had decided to bring forward the Uniform Consumer Debt Default Judgment Act this next year. This is another bill that he will continue stakeholding with an eye toward introducing in 2026.






The effective date for bills enacted without a safety clause is August 6, 2025, if the General Assembly adjourns sine die on May 7, 2025 (unless otherwise specified). Details
