The committee was called to order.  A quorum was present.  Representative Roberts explained the effect of draft bill LLS. No. 20-1296.01, concerning the appropriation for controlled maintenance projects that are capital renewal projects, of any proceeds from the Senate Bill 17-267 lease-purchase agreement that will be executed in state fiscal year 2019-20 that are credited to the capital construction fund as a result of House Bill 20-1377.  Committee members received copies of the draft legislation (Attachment A).  Esther van Mourik, Office of Legislative Legal Services, provided input on the bill. Discussion ensued regarding the merits of the draft legislation.

Discussion ensued regarding the need to garner late-bill status for any committee legislation.  The committee discussed the potential for running committee legislation to issue certificates of participation to fund three higher education continuation projects.
