Representative Snyder introduced House Bill 19-1274 concerning the ability of the boards of county commissioners to delegate to county administrative officials certain land use determinations affecting subdivision platting. The bill allows county resolutions, ordinances, or regulations that delegate review and approval of county subdivision plats, plans, or agreements by a board of county commissioners to county administrative officials.  Delegate officials may approve or deny final plats, amendments to plats, and correction to plats; approve subdivision improvements and other agreements related to a final plat or correction plat; and review and approve data surveys, analyses, studies, plans and designs related to a final plat or correction plat.  The delegation of authority made pursuant to the bill does not include approval of any exception to waiver of or deviation from any state or county requirment regarding the subdivision of land; approval of any agreement for the expenditure of public funds; or waiver or restiriction of any county appeal process.  Delegation of authority made pursuant to the bill must include procedures for public notice and submission of written comments prior to administrative approval or denial of final plat or amendment to a final plat and for the appeal to a board of such administrative approval or denial.
