SB25-020 - Amended, referred to the Committee of the Whole

and Mabrey, prime sponsors, presented Senate Bill 25-020, concerning the
enforcement of existing landlord-tenant law. Representative Lindsay explained
the effect of the bill and discussed its need. Representative Mabrey provided
further input on the merits of the legislation, and detailed the provisions
of the bill. Representative Mabrey responded to questions regarding appointment
of a receiver under the bill, and the timing of receivership hearings under
the bill. Discussion ensued regarding some forthcoming amendments to the
bill.

in opposition to the bill.




Mr. Hamrick responded
to questions regarding the receivership process, and the applicability
of SB 25-020 when multi-unit properties are involved. Mr. Hamrick responded
to further questions regarding warranties of habitability.

in support of the bill. Ms. Eida Altman, representing the Denver Metro
Tenants Union, testified in support of the bill. Mr. Joshua King, representing
the City of Aurora, testified in support of the bill. Carson Bryant, representing
the East Colfax Community Collective, testified in support of the bill.
Mrs. Susan Bolduc, representing Together Colorado, testified in support
of the bill. Jeffrey Reister, representing the Department of Law, testified
in support of SB 25-020. Ms. Kate Johannesen, representing themself, testified
on the bill.




Mr. Reister responded
to questions regarding what constitutes a multi-family dwelling, and receivership
for such properties. Discussion ensued regarding current government powers
with respect to receivership, and questions raised during previous testimony
concerning habitability enforcement. Discussion followed regarding receivership
as a means for performing repairs
