Representative
Sirota started with an overview of the Colorado Energy Office's R-1 budget
request regarding a feasibility study on state facilities and the potential
to enter into energy performance contracts. The committee asked questions
on the feasability study details.

Representative Sirota continued with an overview of the Department of Natural
Resources and Colorado Oil and Gas Conservation Commission (COGCC) R-1
budget request to hire 29.0 full-time employees (FTE). The joint committee
asked questions about the COGCC mission change from fostering change to
regulating change.

continued the presentation with an overview of the Department of Public
Health and Environment budget requests, including R-1 which addresses the
clean water program inspection backlog, R-2 for the water infrastructure
state match fund, R-4 for the dairy production fee relief, R-5 addressing
sustaining environmental justice, R-8 for low-income radon mitigation,
R-11 for the Southern Ute Environmental Commission, R-14 for the local
public health agency adjustment, and R-15 for the Denver Emmissions Technical
Center. Senator Zenzinger and Representative Sirota provided more information
about the one time federal funding briefing that is available from the
JBC staff.
