Representatives Exum and Duran, co-prime
bill sponsors, introduced House Bill 20-1070 concerning the acquisition
of drivers' licenses by certain persons in the custody of the State Department
of Human Services.  The bill creates a grant program in the state
department to reimburse counties for costs to enroll children in driving
schools who are between the ages of 15 and 18 and in the custody of county
departments of human services.  The bill instructs the State Board
of Human Services to create rules to administer the program on or before
December 1, 2020.  On or before January 1, 2021 the Department of
Human Services must submit a report about the grant program to the committees
of reference of the General Assembly.  The program repeals September
1, 2030 with a sunset review by the Department of Regulatory Agencies prior
to the repeal.  The bill indicates that the program does not create
a liability for the county departments in contracting with driving schools
or when an injury occurs while the child is receiving instruction in the
school.  In addition, the bill provides that a certified court order
may establish legal name, identity, date of birth, lawful presence in the
United States, or Colorado residency when a child between the ages of 15
and 18 applies for a driver license.
