The Legislative Council Staff's Energy Handbook is intended to serve as a reference guide to Colorado's energy sector.  The book is divided into five sections.  Section I covers the sources and uses of energy in Colorado.  Section II explains how severance taxes and federal mineral lease moneys are calculated and distributed.  Section III looks at energy-related greenhouse gas emissions.  Section IV provides an overview of the state departments involved in energy issues.  Section V highlights local governments' role in energy.  The handbook also includes two appendices.  Appendix A summarizes recent energy-related legislation considered by the Colorado General Assembly.  Appendix B provides a glossary of energy-related terms.

The Colorado Senate and House of Representatives will not convene on Monday, January 20, 2025 in observance of Dr. Martin Luther King Jr. day.

The effective date for bills enacted without a safety clause is August 6, 2025, if the General Assembly adjourns sine die on May 7, 2025 (unless otherwise specified). Details
