	08:25:47 AM	Senator Rankin discussed the Governor's budget request, noting that the request came from the previous administration. He described the JBC's budget process. Senator Rankin referenced the FY 2019-20 Staff Budget Briefing Summary, which is available online here: http://leg.colorado.gov/publications/fy-2019-20-staff-budget-briefing-summary The Department of Military and Veterans Affairs (DMVA) budget begins on page 71 of the summary.
	08:26:36 AM	Senator Rankin and Representative Esgar responded to committee member questions about funding the DMVA's Grand Junction Veterans One-Stop.
	08:30:16 AM	Senator Rankin discussed the budget request for the Department of State (DOS), which begins on page 102 of the budget summary.
	08:31:01 AM	Senator Rankin responded to committee member questions regarding the use of cash funds to fund the DOS.
	08:32:31 AM	Senator Rankin and Senator Moreno noted, in response to a committee member question, that the budget request came from the previous Secretary of State, with no new information yet from the new Secretary of State.
