David Oppenheim, Legislative Director for Governor Jared Polis, introduced Major General Michael Loh, Executive Director of the Department of Military and Veterans Affairs and Adjutant General.  Major General Loh has been reappointed to this position.  Committee members received a packet of information about the appointment (Attachment A).

Major General Loh introduced himself to the committee and discussed his department's work. He told the committee about the work of the Colorado National Guard. He then described the department's efforts to provide resources for veterans, including women veterans and those on the Western Slope. Finally, he discussed the Civil Air Patrol.

SB19-054 - Lay Over

Senator Crowder, sponsor, presented Senate Bill 19-054 to the committee. The bill classifies demilitarized vehicles as motor vehicles and creates certain exemptions from emissions and physical inspection requirements. Senator Crowder provided a packet of photos to the committee (Attachment B), and he responded to committee member questions.

The bill confers additional powers to boards of county commissioners with respect to mitigating wildfire danger on state or federal land within or close to their territorial boundaries. Committee members received written testimony from Craig Temmer (Attachment E). Senator Woodward responded to questions from the committee.
