Senator Lundberg and Senator Fenberg, co-prime sponsors, presented Senate Bill 17-305 to the committee. This bill makes statutory modifications to implement Propositions 107 and 108, which were approved by voters at the 2016 general election. Proposition 107 restored the presidential primary and authorized unaffiliated voter participation, and Proposition 108 created an open primary that allows unaffiliated voters to participate in non-presidential primaries.

Senators Lundberg and Fenberg presented amendments L.001 and L.002 (Attachments R and S). Senator Hill presented amendments L.003 and L.005 (Attachments T and U).
