03:44 PM -- Sunset Review Hearing for the Bingo and Raffles Law and the Bingo-Raffle Advisory Board



Ellen Graham, Department of Regulatory Agencies, gave an overview of title 24 sunset review hearings and described the process that the department uses to prepare the report. A copy of the sunset report on the Bingo and Raffles Law and the Bingo-Raffle Advisory Committee and a draft bill reflecting the report's recommendations were distributed to the committee (Attachments I and J). She responded to questions from the committee.

Corky Kyle, Colorado Charitable Bingo Association, discussed the sunset review. He reviewed the report's recommendations and his organization's views on the recommendations. He discussed his opinion that charitable gaming should be regulated by a class 1 oversight board rather than the Secretary of State's Office, and advocated for the expansion of electronic bingo games. He responded to questions from the committee.

Tim Griesmer, Colorado Secretary of State's Office, discussed recommendation number 6 in the report and responded to questions from the committee.

Gary Force, United Veterans Committee of Colorado, testified regarding his concerns with recommendation 4. He responded to questions from the committee.

Ms. Graham returned to the table to respond to the testimony of the previous witness. She clarified that individual volunteers would not be affected by the recommendation's changes.
