• publish a summary of pathways available to military veterans by evaluating the extent to which military training meets state requirements, identifying reciprocity mechanisms in other states, and determining if occupational examinations are available that authorize a veteran to practice;

• consult with community colleges and other post-secondary education institutions about courses or programs that fill the gap between military and civilian occupational training, and refresher courses for lapsed occupational training; and

• consider adopting a national credentialing examination.

Senators Sonnenberg and Newell presented House Bill 16-1361 to the committee. The bill prohibits a health benefit plan or pharmacy benefit management firm that covers pharmaceutical services from:



• limiting or restricting a covered person's ability to select a pharmacy or pharmacist of his or her choice if the pharmacy or pharmacist is licensed and has agreed to the terms of the contract with the health plan or pharmacy benefit provider;

• imposing cost-sharing requirements on a covered person, a pharmacy, or a pharmacist as a result of a covered person's selection of a pharmacy, unless that provider network contract imposes those same cost-sharing requirements on all persons or pharmacies in the state;

• imposing other conditions on a covered person, pharmacist, or pharmacy that limit a covered person's ability to select a pharmacy of his or her choosing; and

• denying a pharmacy or pharmacist the right to participate in a pharmacy network contract in the state if the pharmacy or pharmacist holds a valid license and agrees to specified conditions.

The bill repeals and reenacts, with amendments, the authority of the Department of Human Services (DHS) to build a veterans community living center and assorted facilities on the site of the former Fitzsimons Army Medical Center, subject to available appropriations. Under the bill, DHS will lead the planning, design, completion, and operation of the new facilities near the existing Fitzsimons veteran community living center.

This bill also specifies that any political committee, small donor committee, independent expenditure committee, or political organization that is participating in an odd-numbered year election must file expenditure disclosure reports with the Secretary of State's Office (SOS) on a schedule outlined in state law.

Senator Tate presented Senate Bill 16-186 to the committee. This bill defines a small-scale issue committee as an issue committee that has accepted or made contributions or expenditures in an amount that does not exceed $5,000 during an applicable election cycle for the purpose of supporting or opposing any ballot issue or question. This bill amends the disclosure, reporting, and registration requirements for small-scale issue committees under the Fair Campaign Practices Act. Requirements are established for small-scale issue committees that accept or make contributions in an aggregate amount during any applicable election cycle of less than $250, between $250 and $5,000 and over $5,000. This bill is repealed on June 30, 2019.
