The bill also extends the sunset date for two of these programs by three years. Senator Lee reiterated that the bill creates cash funds for unspent moneys to be retained for criminal justice programs instead of reverting back to the General Fund. Senator Gardner emphasized that the money for the programs disappear otherwise. 02:41:10 PM Christie Donner, representing the Colorado Criminal Justice Reform Coalition, spoke in favor of the bill. She discussed the importance of a continuous appropriation and the need for the sunset provisions to be extended.
