Ms. LIsa Kaufman, Chief of Staff to Governor Polis, introduced Mr. Stan Hilkey, who is up for re-appointment as the Executive Director of the Department of Public Safety. 

Mr. Hilkey provided an overview of his background and experience, including his reasons for wanting to continue his tenure as executive director.  He discussed Department of Public Safety accomplishments and challenges. 

Committee members acknolwedged the difficulties of the job and thanked Mr. Hilkey for his service to Colorado.

Conf 19-Corrections — Executive Director — Department Of - Favorably Refer to Full Senate - Consent Calendar

Ms. Lisa Kaufman, Chief of Staff to Governor Polis, introduced Mr. Dean Williams, designate for the Executive Director of the Department of Corrections (DOC). 

Mr. Williams provided an overview of his background and experience in Alaska juvenile and adult corrections.  He also discussed his vision for the department.  He answered questions about vacancy rates and overcrowding, parole and technical violations, private prisons, parole officer autonomy, evidence-based practices, the parole board and its relationship to DOC, pre-trial services, staffing, release planning, and community corrections. 

Committee members commented on the difficulty and challenges of the job and thanked Mr. Williams for rising to the occasion.

Michael Dohr, Conrad Imel, and Jacob Baus of the Office of Legislative Legal Services made introductions and discussed bill drafting and amendments.

Senator Lee, co-prime sponsor, explained SB19-058 concerning the enactment of the Colorado Revised Statutes 2018 as the positive and statutory law of the state of Colorado.

 

Jennifer Gilroy, Office of Legislative Legal Services, discussed the necessity of the bill and recodification. She distributed a handout about the revisor's changes (Amendment A).
