11:49 AM -- Presentation by Alternate Defense Counsel pursuant to the SMART Government Act



Ms. Lindy Frolich, Director; Ms. Stacie Colling, Juvenile Defense Coordinator; and Mr. Daniel Nunez, Controller and Budget Manager; appeared before the committee on behalf of the Alternate Defense Counsel (ADC) pursuant to the SMART Government Act and legislative Joint Rule 25. The committee received a copy of ADC's annual report to the Joint Judiciary Committee (Attachment A). Ms. Frolich provided an overview of the function of ADC, including the effects of recent legislation. She explained the work that the ADC performs, and how the ADC is staffed. Ms. Frolich also discussed how the ADC is working within the new statewide e-discovery program and explained the role of social workers in adult programs.

Ms. Frolich continued to discuss ADC programs and initiatives, including providing access to legal research for contract attorneys on ADC cases. Ms. Colling discussed the effect of HB 14-1032, which led to the creation of a juvenile defense system within the ADC. Ms. Colling responded to a question concerning the caseload of the ADC and the State Public Defender's Office. Ms. Frolich commented on the caseload management and assignment. Ms. Colling responded to a question concerning the juvenile caseload of ADC.



Representative Lee, chair, opened the floor to public testimony. No witnesses came forward to testify.
