Senator Gardner, chair, called the committee to order. Mr. William Campbell, Executive Director of the Colorado Commission on Judicial Discipline (commission), introduced Ms. Drucilla Pugh, appointee to the commission. The executive order appointing Ms. Pugh may be found as Attachment A. Her application and resume are available at the State Archives. Mr. Campbell explained the work of the commission.

Ms. Pugh provided information on her background and her qualifications for serving on the commission, specifically discussing her experience as a court appointed special advocate.

Mr. Brandon Mathews, Mr. Joe Morales, Ms. Rebecca Oakes, and Ms. Alexandra Walker, appointees to the State Board of Parole (board) came to the table. The executive order appointing Mr. Mathews can be found as Attachment B, and the letter reappointing Mr. Morales, Ms. Oakes, and Ms. Walker can be found as Attachment C. Their applications and resumes are available at the State Archives. Mr. Morales, board chair and appointee, introduced the other appointees to the board. He discussed his qualifications for serving on the board and the work of the board, generally.

Senator Kagan, prime sponsor, presented Senate Bill 17-094, concerning removing felony murder from the provisions of murder in the first degree. Senator Kagan explained his reasons for introducing the bill, and requested that the committee postpone indefinitely the bill. The committee returned to order. Senator Smallwood, prime sponsor, presented House Bill 17-1048, concerning the prosecution of insurance fraud. Senator Smallwood explained the need for the bill. He responded to committee questions concerning the effect of the bill.

Mr. Sean Clifford, representing the Colorado Attorney General's Office, testified in support of the bill. Mr. Clifford discussed the work of the Attorney General's office, and the bill's provisions. He responded to questions concerning actions that would be criminalized under the bill, and insurance fraud generally.
