Senator Roberts, chair, called the committee to order. A quorum was present. Senator Todd and Senator Cooke, co-prime sponsors, presented House Bill 16-1032, concerning changes to the contents of criminal summons. Senator Todd explained the bill. Senator Cooke explained an amendment adopted by the House of Representatives, and the reasons he supports the bill.

The committee returned to order. The committee discussed Senate Bill 16-116, concerning the creation of a deceptive trade practice under the Colorado Consumer Protection Act for a private custodian of criminal justice records to fail to remove a sealed criminal justice record from the custodian's database after receiving notice of a court order sealing that criminal justice record. The committee also discussed amendment L.002 (Attachment A). Senator Johnston, sponsor, presented the bill. Senator Johnston responded to a question regarding the time needed to seal a record.
