Senator Smallwood, Chair, called the meeting to order.



Senator Gardner, prime sponsor, presented Senate Bill 17-028. The bill requires the Colorado Department of Human Services (DHS) and county departments of human services to:

      • collect information concerning the military affiliation of any person who has custody or control of a child who is the subject of an investigation of child abuse or neglect; and
      • provide the command authority of a military installation with notice of, and information about, reports of known or suspected child abuse received concerning members of the armed forces, their spouses, significant others, or other family members who are assigned to that military installation.



The DHS and county department may enter into memoranda of understanding with the command authority of military installations to establish protocols for information sharing and for collaboration on the oversight of child welfare investigations involving military personnel and their family members. The military installation shall only use information shared about an investigation for its intended purpose and must maintain confidentiality of the information. The State Board of Human Services must promulgate rules for implementation of this bill.

Senator Lambert, prime sponsor, presented Senate Bill 17-011. The bill creates a technical demonstration forum within the Colorado Department of Labor and Employment (CDLE) to review transportation needs for people with disabilities throughout the state and study how advanced technologies can improve access. The following agency directors and superintendents, or their designees, must serve on the forum:



• CDLE (chair);

• Department of Health Care Policy and Financing (vice-chair);

• Public Utilities Commission;

• Office of Information Technology;

• Department of Human Services;

• Department of Military and Veterans Affairs; and

• the Colorado School for the Deaf and the Blind.











The bill lists a variety of stakeholders and transportation and technology service providers that the forum is required to invite to present. A center for independent living in or near El Paso or Teller Counties is specified as the meeting place. The bill allows for the use of tele- or video-conferencing. No staff support is provided in the bill.



The forum may recommend legislation. It may also recommend that CDLE enter into a contract with a technology developer, transportation network company (e.g. Uber or Lyft), taxicab service, or other technological or transportation business solution provider to conduct a pilot program in El Paso and/or Teller County to be completed prior to December 1, 2017.



The forum must meet before July 1, 2017, and may meet as many times as deemed necessary by the chair. No later than December 31, 2017, it must publish a report of its research and findings on CDLE's website and provide copies to the Governor, the leadership of the General Assembly, and to members of the Joint Budget Committee. It repeals July 1, 2018.

Senator Lundberg, prime sponsor, presented Senate Bill 17-065. The bill creates the Transparency in Health Care Price Act. The act requires certain health care professionals and health care facilities, as defined by the bill, to make a single document available to the public that lists the direct pay prices for the most common health care services provided. Health care professionals and facilities must update the document at least annually and provide the document on request and electronically if a website exists. Under the bill, health care professionals and facilities are not required to submit their direct pay prices to any government agency for review, unless otherwise specified by existing law. The bill does not provide any agency with the authority to approve, disapprove, limit, or change the direct pay prices disclosed by health care professionals or facilities. The bill also prohibits any person, entity, or health insurer from penalizing a person who pays directly for health care services.
