Senator Moreno introduced the Joint Budget Committee (JBC) members present.

Senator Moreno described the Office of State Planning and Budgeting's process for the committee.  Representatives Rankin and Esgar contributed process clarifications.  Committee discussion ensued related to budgeting practices.

Discussion ensued related to Office of Information Technology funding and health care funding.

The JBC members presented the budget requests related to the Department of Revenue, and responded to questions.

Senator Moreno described additional budget requests from the Governor.  Committee members discussed the Colorado Lottery.

Senator Moreno described requests related to the Treasury and the Public Employees' Retirement Association.

Senator Court described the oversight process of the finance committees.  Senator Moreno introduced the Tax Expenditures Compilation Report of the Office of the State Auditor.

JBC members responded to questions regarding kindergarten funding, the Taxpayer's Bill of Rights, and competency restorations in the justice system.

Committee members discussed opportunities for regarding collaboration between committees and agencies.

Eric Hurley, Director of the Office of Research and Analysis, and Amber Egbert, Tax and Legislative Coordinator, from the Department of Revenue presented the Tax Profile and Expenditure Report.

Mr. Hurley and Ms. Egbert responded to questions from the committee.

Greg Sobetski, Legislative Council Staff (LCS), presented on fiscal note procedures for the finance committees.  He introduced members of the economics team who will work on fiscal notes for finance-related bills.

Mr. Sobetski also made the committee aware of the economic forecast and a memo on the Taxpayer's Bill of Rights revenue limit, which are produced by LCS.

Esther van Mourik, Office of Legislative Legal Services (OLLS), introduced herself and Pierce Lively (also of OLLS), and described the office's work in drafting bills and other services it provides to legislators.

Tom Morris, OLLS and the Colorado Commission on Uniform State Laws, introduced the presentation on behalf of the commission.  He showed a short video.

Commissioner Anne McGihon presented the report from the commission and described the commission's work.  Commissioner Pat Steadman described the commission's agenda for the current legislative session.  They responded to questions from the committee regarding proposed bills and stakeholder engagement.
