Senator Lundberg presented Senate Bill 17-039, which creates a transferable income tax credit for taxpayers who enroll their dependent child in a home-based or private school, or who offer a scholarship to a child who enrolls in a private school. Senator Moreno and Senator Martinez Humenik, co-prime sponsors, presented Senate Bill 17-124, which clarifies that an authorized fiduciary may not exercise decanting power between two trusts if the first trust grants the settlor or another person the power to cause the first trust to cease to be a grantor trust.

Senator Smallwood presented Senate Bill 17-003, which repeals the state's health insurance exchange, Connect for Health Colorado, on January 1, 2018. Under the bill, Connect for Health Colorado has one year to wind down its operations by December 31, 2018, at which point the board of Connect for Health Colorado must transfer any unencumbered funds to the State Treasurer to deposit in the General Fund. With the repeal of Connect for Health Colorado, the bill also repeals the legislative oversight committee for the health exchange and the premium tax credit for contributions made to Connect for Health Colorado.
