Brian Tobias and Jennifer Lockwood, Department of Regulatory Agencies, came to the table to discuss the sunset review of the Concurrent Enrollment Advisory Board.  A copy of the sunset report can be found at: https://www.colorado.gov/pacific/dora-oprrr/coprrr-sunset-reviews.  Mr. Tobias and Ms. Lockwood answered questions from the committee.  Yelena Love, Office of Legislative Legal Services, provided an overview of the sunset review bill drafting process.

Mr. Tobias continued to answer questions from the committee.

Shelby Ross, Office of Legislative Legal Services, answered questions from the committee.

Ms. Lockwood continued to answer questions from the committee.

Senator Todd and Senator Lundeen agreed to be the bill's co-prime sponsors.

Senator Story and Senator Hill agreed to co-sponsor the bill with Senator Todd and Senator Lundeen.

Jennifer Lockwood, Department of Regulatory Agencies, presented the sunset review of the State Advisory Council for Parent Involvement in Education (SACPIE).  A copy of the sunset report can be found at: https://www.colorado.gov/pacific/dora-oprrr/coprrr-sunset-reviews.  Ms. Lockwood answered questions from the committee about the composition of the advisory council.  

The following person testified:

Evie Hudak, representing Colorado Parent Teacher Association and herself, spoke in support of introducing the bill as drafted.  She stated that SACPIE would like to include additional parent representatives to the council.  Ms. Hudak answered questions from the committee.

DJ Anderson, chair of SACPIE, came to the table to answer questions.

The committee laid the draft bill over until the end of the calendar in order to have an amendment drafted.

Senator Story took over as committee chair. Senators Todd and Lundeen, co-sponsors, presented House Bill 19-1008 which concerns the provision of grants for career and technical education capital construction through the "Building Excellent Schools Today" (BEST) Act. Senator Todd explained the purpose of the bill. Senator Lundeen gave his opening comments on the bill.

Michael Gifford, CEO for Associated General Contractors of Colorado, spoke in support of the bill.

Eric Ward, representing the Colorado Association of Career and Technical Education, spoke in support of the bill.

Tony Gagliardi, Colorado State Director of the National Federation of Independent Business, spoke in support of the bill.

Mr. Gifford stated that the Colorado Homebuilders Association is also in support of the bill.

Jane Banzin, representing herself, spoke in support of the bill.

Deb Mackenzie, representing herself as a retired educator, spoke in support of the bill.

Senators Todd and Lundeen provided closing comments on the bill.

Senator Todd put the draft bill to continue SACPIE back on the table for action only.  Senator Bridges explained the amendment that he requested that Ms. Ross draft.

Ms. Ross requested the authority to make technical changes to the amendment.

The committee agreed that Senators Story, Bridges, Todd, and Hill will co-sponsor the bill.
