Senator Hill, chair, called the meeting to order. He invited Kathleen Robinson from the Colorado Gifted and Talented Association, and Joshua Dwyer from the Untapped Potential Project, to come to the table to begin their presentation on gifted and talented (GT) programs. The presenters distributed a copy of their presentation (Attachment A) and a handout (Attachment B) to the committee. They talked about the disparities in GT programs in terms of race, ethnicity, and socioeconomic status. They spoke about the different funding mechanisms for GT programs, and answered questions from the committee.

Senator Smallwood and Senator Donovan, co-sponsors, presented House Bill 17-1131 which concerns contracting by the Colorado Student Loan Program for the Administration of the College Opportunity Fund. They told the committee that the bill was recommended by the Legislative Audit Committee. Two handouts were distributed to the committee (Attachments C and D).
