Senator Moreno, Joint Budget Committee (JBC) Chairman, introduced the JBC members present and reminded Business committee members of the the state agencies over which they have oversight.  He provided a FY 2019-20 Staff Budget Briefing Summary to the committee (Attachment A)

Representative Hansen discussed the budget
request for the Office of Economic Development and International Trade.
 He responded to questions from the committee regarding research into
the return on investment for the amount budgeted for the film office.  Committee
discussion ensued.

The committee members continued to discuss the value of the Colorado Film Office.

Representative Hansen discussed the budget
request for the Department of Labor and Employment.  He responded
to questions from the committee.

Department of Personnel and Administration.

State of 911 Report, Public Utilities Commission - Committee Discussion Only

Daryl Branson, State 911 Program Manager,
Public Utilities Commission (PUC), introduced himself and his colleagues
present to discuss the State of 911 Report.  He provided a handout
to the committee (Attachment B).

Mr. Branson continued his discussion of 911 services in the state.

Mr. Branson responded to questions from the committee regarding 911 service in Jefferson County.

Monica Million, 911 Advisory Task Force,
discussed her experience dealing with staffing issues with 911 services
generally and the impact of consolidation of PSAP services.  She responded
to questions from the committee.

the committee regarding PUC oversight of local 911 operations as well as
the value of consolidation.

Legislative Council Staff, introduced themselves and discussed the services
of the fiscal notes staff.
