Bill 18-187, concerning marijuana waste recycling.  The bill directs
the Marijuana Enforcement Division to  promulgate rules related to
recycling marijuana waste including roots, stalks, and stems for the purpose
of producing industrial fiber products such was paper and textiles.  They
responded to questions from the committee.
