Senator Donovan introduced Senate Bill 17-081, concerning rural broadband deployment. The original bill changed the definition of a broadband network and the way the Public Utilities Commission (PUC) makes an effective competition determination for High Cost Support Mechanism funding. The PUC is required to make the effective competition determinations by January 1, 2018. Senator Donovan provided a strike-below amendment L.001 (Attachment A) and discussed the details of the amendment.
