Senator Garcia introduced Frances Koncilja, appointee to the Public Utilities Commission, and discussed her experiences and expertise as they relate to serving on the commission.

Ms. Koncilja introduced herself and described her background and experience related to regulatory and business issues and discussed her interest in serving as commissioner. She responded to questions from the committee.
