Kate Meyer, Office of Legislative Legal Services (OLLS), testified before the committee regarding Bill Draft 1a, which was discussed at the previous meeting. Representative Thurlow suggested that including a nonstatutory legislative declaration, as the first section of the bill, could help the committee of reference understand the goal of the bill.
