09:36 AM -- Kate Meyer, Office of Legislative Legal Services (OLLS), testified before the committee regarding Bill Draft 1a, which was discussed at the previous meeting. Representative Thurlow suggested that including a nonstatutory legislative declaration, as the first section of the bill, could help the committee of reference understand the goal of the bill. Ms. Meyer agreed to include the new section and added that drafters working on SRC bills would begin adding nonstatutory declarations.
