Mark Ferrandino,
Executive Director of the Department of Revenue (DOR), discussed the Sales
and Use Tax Simplification (SUTS) System. A copy of the presentation

Brendon Reese, Senior Director of the Taxation Division at DOR, continued
the presentation with information on SUTS, a timeline of SUTS, and an update
on home rule municipality and business adoption.
Mr. Reese responded to questions from the committee about which home rule
municipalities are not participating in SUTS, costs of business licenses,
remitting payments, and next steps.

Representative Kennedy
presented on his Colorado Department of Human Services (CDHS) proposal
on connecting the Colorado Benefit Management System (CBMS) and Low Income
Energy Assistance Program (LEAP) systems.
Ki'i Powell, Director of the Office of Economic Security at CDHS, described
the proposal of linking CBMS and LEAP to allow more benefits to be unlocked.
Joel McClurk, representing the Colorado Blueprint to End Hunger,
continued presenting on the expected return on investment with linking
these two systems. Sara Lipowitz, representing the Colorado Center
on Poverty, gave information on the benefits this connection would have
for low-income individuals in Colorado.

Dr. Powell and Mr.
McClurk responded to questions from the committee about how many people
would benefit from this proposal, what platform this proposal could be
built on, CDHS funding for IT projects, how households can unlock both
Supplemental Nutrition Assistance Program (SNAP) benefits and LEAP benefits,
how individuals can apply for both SNAP and LEAP benefits at the same time,
broadband assistance programs, working with the Colorado Department of
Health Care Policy and Financing, and how states pull money from the federal
government for SNAP.
Kate Sneed, legislative liaison at the Governor's Office of Information
Technology (OIT), responded to questions from the committee about data
sharing and security measures.

Ms. Sneed described how this bill's fiscal note was reduced and the study expected if this bill passes.
