Consideration of Supplemental Request, Trinidad State College - Two Supplemental Requests Approved

The committee was
called to order. All members were present. Dr. Rhonda Epper, President,
and Shannon Shiveley, Vice President of Administrative Services, Trinidad
State College (TSC), presented two supplemental requests for the Freudenthal
Library Renovation project. They were joined by Geoff Graham, Project Manager
with NVS. Dr. Epper provided an overview of the project, and explained
why both project phases require supplemental appropriations. Discussion
ensued regarding TSC. CDC staff write-ups on the project are included as
Attachments A and B.

Consideration of Supplemental Request, Department of Local Affairs - Committee Discussion Only

Kristin Tooms, Deputy
Director, Division of Housing within the Department of Local Affairs, presented
the Decentralize Fort Lyon Building Heating project. A CDC staff write-up
on the request is included as Attachment C. Ms. Tooms provided an overview
of the request and discussed its need. Discussion ensued regarding the
level of urgency of the project, and submission of the request as a supplemental
request. Tana Lane, State Architect, provided input on these issues. Discussion
ensued regarding the timing funding source for the project. Ms. Tooms responded
to questions regarding inclusion of solar power elements within the project's
scope, and the potential for using emergency funding in the short term
for the project. Ms. Lane provided input regarding the emergency funding
issue.  Ms. Tooms responded to questions regarding incorporating elements
that were funded through emergency funding into the overall project scope.
The committee discussed timing surrounding approval of the project.

ensued regarding the irregularity of the request, and how best to go forward
with the project. Ms. Lane responded to questions regarding the timeline
for the design phase of the project. Discussion returned to how best to
go forward with the project.
