Ashley Clark, Director
of Finance and Administration, and Rhonda Boger-Linder, Assistant Director
of Facility Management Services, Department of Corrections (DOC) presented
DOC's supplemental request for the Steam Condensate Line Replacement, Sterling
Correctional Facility (Capital Renewal) project.  Ms. Boger-Linder
described the project and referenced a hand out showing a map of the project
(Attachment A).  Ms. Boger-Linder described the inflationary impacts
that have led to this reduction of scope request.  The CDC staff write-up
for the project is included as Attachment B.

Motion Approve the supplemental request from the Department of Corrections to reduce the scope of the Steam Condensate Line Replacement, Sterling Correctional Facility (Capital Renewal) project, with the intent to request funding for a second project phase in a future fiscal year.

of the Division of Disease Control and Public Health Response, and Dr.
Emily Travanty, State Laboratory Director, Department of Public Health
and Environment (CDPHE) introduced themselves and presented CDPHE's supplemental
request for the Replace Mechanical System, Laboratory Building project.
A CDHE handout about the request is included as Attachment C.  Dr.
Travanty explained the delays around the project related to the COVID-19
pandemic, which resulted in the request for an extension of the project
timeline.  The CDC staff write-up for the project is included as Attachment
D.

Michael Bruno, Deputy Executive Director, Department of Military and Veterans
Affairs (DMVA); Dominick Scarimbolo, DMVA Buildings Delegate; and Parker
White, DMVA Legislative Liaison, introduced themselves and explained their
supplemental request for the Field Artillery Readiness Center Acquisition,
Rocky Mountain Metropolitan Airport project.  Brigadier General Bruno
explained how the department found a previously unknown parcel of land
that would be perfect for the project.  The CDC staff write-up for
the project is included as Attachment E.

Megan Davisson, Deputy
Budget Director, Governor's Office of State Planning and Budgeting (OSPB)
explained that OSPB sent a supplemental request to the JBC that a sweep
of the cash fund will be repaid to cover the costs of the DMVA request.
Ms. Davisson answered questions from the committee. Cheri Gerou, State
Architect, answered additional questions from the committee.

Dawn DiPrince, Executive
Director; Luis Colon, Chief Administrative Officer; and Hannah Rabicoff,
Director of Facilities, History Colorado, introduced themselves and explained
History Colorado's FY 2023-24 late capital submissions. Ms. DiPrince first
described the Grant-Humphreys Mansion Exterior Renovation project.  A
History Colorado handout on the project is included as Attachment F and
the CDC staff write-up for the project is included as Attachment G.  Ms.
DiPrince also described the recurring Regional Museum Preservation Projects
cash request. The CDC staff write-up for the project is included as Attachment
H.



Consideration of Potential Committee Legislation - Committee Discussion Only

Director DiPrince
described a request for potential CDC legislation around a property dispensation
of History Colorado properties to go towards maintenance and the creation
of a new storage facility. Director DiPrince described the dangers of leaking
water at both History Colorado storage and the state archives.  Director
DiPrince described the properties, including a Pueblo property adjacent
to the State Fair grounds, a house in Central City, and a cottage in Denver.
 Director DiPrince and Mr. Colon answered questions from the committee.
 A History Colorado memo and supporting documents for the request
are included as Attachment I.
