The committee was called to order. A quorum was present. Under House Rule 50, Representative Coleman, prime sponsor, presented House Bill 20-1138, concerning supplementing the centralized inventory of state-owned real property maintained by the Office of the State Architect to include all publicly owned real estate. Committee members received copies of the bill and the fiscal note (Attachments A and B). Committee members also received a fact sheet supporting the bill (Attachment C). Representative Coleman explained the effect of the bill and discussed its need. Representative Coleman also discussed some forthcoming amendments. Discussion ensued regarding the costs associated with the bill. Ms. Vanessa Reilly, Legislative Council Staff, provided input on these costs. Representative Coleman discussed the stakeholder process for the bill. Discussion returned to the fiscal impact of the bill.

Representative Coleman responded to questions regarding the interaction between HB 20-1138 and HB 19-1319, and the useability of the state vacant property inventory. The following persons testified regarding HB 20-1138: Nicole Real, representing EPIC, testified regarding the bill. Pat Donovan, representing RootED, testified regarding the bill. Discussion ensued regarding the fitness for occupancy of state-owned vacant properties, and the potential benefits of the bill, including how the proposed website would operate.

SB20-159 - Committee Discussion Only

Pursuant to Senate Rule 42, Senator Hansen, prime sponsor, presented Senate Bill 20-159, concerning measures to limit the global warming potential for certain materials used in public projects. Committee members received copies of the bill (Attachment D). Senator Hansen explained the effect of the bill and discussed its need. Senator Hansen explained how the state procurement process is affected by the bill, and how a greenhouse gas footprint is factored under the bill. Senator Hansen responded to further questions regarding sourcing of materials under the bill.

Bo Pogue, Legislative Council Staff, revisited a piece of
potential committee legislation that the committee considered at a prior
meeting.  Committee members received draft copies of the legislation,
concerning long-range planning of capital construction for state institutions
of higher education (Attachment E).  Pierce Lively, Office of Legislative
Legal Services, discussed sponsorship for the bill.

Ms. Reilly discussed the prioritization letter that will be forwarded to the Joint Budget Committee. Representative Roberts made a clarification about the recommendation.

The committee returned to order. Senator Story initiated a discussion about options for helping to alleviate a shortage of state office space. Discussion ensued regarding a potential letter to legislative leadership on the matter, and the options before the committee. Cheri Gerou, State Architect, provided input on a discussion about the costs and benefits of leasing office space as compared to purchasing office space.
