Kori Donaldson, Legislative Council Staff, presented information about the Capitol Complex Master Plan Implementation Fund, projects that could be funded this way, and the role of the committee to the fund.  Ms. Donaldson responded to questions from the committee regarding the uses of the fund, and discussed potential future steps.

Bo Pogue and Vanessa Reilly, both of Legislative Council Staff, presented proposed field trips for the committee during the interim based on prior feedback from the committee.  Committee discussion ensued regarding travel dates.  Ms. Donaldson responded to a question about the overall goals for travel during the interim.

Committee members agreed in principle to a four-day field trip to western Colorado in early June (Attachment A).

Ms. Reilly proposed a late summer tour to northeastern Colorado (Attachment B).  Committee discussion ensued.  The committee agreed in principle to a three-day field trip in early September.

Ms. Reilly described a final field trip to southeastern Colorado in October (Attachment C) and proposed that the committee set a meeting date in November.



Approval of Intercept Projects, Adams State University -

Ms. Donaldson introduced a memo (Attachment D) describing the request from Adams State University.  The request reauthorizes debt under the Intercept Program.

Dr. Cheryl Lovell, President of Adams State University, introduced Heather Heersink, Chief Financial Officer of Adams State University.  Ms. Heersink described the debt issuance for the institution's refinancing.  Ms. Heersink responded to a question from the committee regarding the duration of the debt service.

Motion Approve and recommend to the Joint Budget Committee the proposed refunding of up to $34 million of existing intercept debt for Adams State University.

Senator Lee, bill sponsor, introduced Senate Bill 19-196.  The bill modifies procurement requirements for public projects.  Phil Hayes, International Brotherhood of Electrical Workers and the United Association of Plumbers and Pipefitters, responded to questions from the committee.  Senator Lee also responded.

Larry Friedberg, State Architect, responded to questions from the committee regarding the state's procurement process, the potential impact of the bill, and the range of projects supported by the procurement process.

Mr. Friedberg responded to further questions from the committee regarding hypothetical future costs imposed by the bill and its impact on small businesses.  Mr. Hayes responded to follow-up questions from the committee regarding future costs to state institutions.
