Representative Ginal introduced House Bill 17-1102. The bill prohibits the nuisance exhibition of motor vehicle exhaust in a manner that would harass or obstruct the view of another driver, bicyclist, or pedestrian. Violators commit a Class A traffic infraction punishable by a fine of $100. She distributed a packet (Attachment A) and a handout (Attachment B) to the committee. She showed several video examples of nuisance motor vehicle exhaust to the committee.

Representatives Becker, J. and Melton introduced House Bill 17-1061. The bill, recommended by the Transportation Legislation Review Committee, increases the minimum weight for intrastate commercial vehicles from 10,001 pounds to 16,001 pounds, and requires the Colorado State Patrol (CSP) in the Department of Public Safety to adopt rules for vehicles that would otherwise be considered commercial vehicles but for weighing between 10,001 and 16,000 pounds. The CSP may also adopt rules authorizing:



• annual inspections of these vehicles;

• enforcement of load securement requirements; and

• enforcement of coupling device requirements.





Representative Becker answered a committee question regarding commercial vehicles.

Representative Becker, J. introduced House Bill 17-1105. The bill makes exceptions for physical Vehicle Identification Number (VIN) verifications as a condition for vehicle registration or certificate of title issuance if the applicant for a new vehicle registration or title:

      • presents a copy of the Manufacturer's Certificate of Origin;
      • presents a purchase receipt from the dealer or out-of-state seller that indicates the applicant purchased the vehicle as new; or
      • has the vehicle currently registered in another Colorado county at the time of application.
