and Valdez A., co-prime sponsors, introduced House Bill 21-1254 concerning
regulation related to the ownership of a vehicle.  The bill creates
the electronic transaction fund with fees authorized by the bill.  If
adopted, the bill will create additional back taxes and fees for new residents
who do not register their vehicles within 90 days.  The bill will
also repeal an exemption for collection of fees for expired tags.  Finally,
the bill will require  owners renewing expired temporary tags to pay
prorated registration and taxes.
