The bill adds Colorado State University - Global Campus (CSU Global) to the list of designated institutions of higher education that may participate in the Colorado National Guard tuition assistance program. The bill creates the Colorado Partnership for Quality Jobs and Services Act, which requires the state to establish partnership agreements with certified employee organizations. The bill codifies Executive Order D 028 07, which was signed into law by Governor Bill Ritter on November 2, 2007, with various modifications.
