Representative Foote called the meeting to order.



Senator Lundberg discussed the budget requests from the Department of Military of Veterans Affairs on pages 66 and 67 of the Joint Budget Committee Staff Budget Briefing Summary (Attachment A).

Representative Hamner and Senator Lundberg answered questions about the budget requests from the department.

Senator Lundberg outlined the budget requests from the Department of State on pages 91 and 92 of the Joint Budget Committee Staff Budget Briefing Summary.





01:48 PM -- Introduction to Fiscal Analysts and Bill Drafters



Chris Creighton, Legislative Council Staff, introduced himself and explained the role of the fiscal note analysts. He introduced other members of the fiscal notes team.

Jason Gelender, Office of Legislative Legal Services (OLLS), introduced himself and discussed the role of the OLLS. He listed the drafters who work on matters related to the committee. Mr. Gelender explained the services that OLLS performs and mentioned the office's Legisource blog.





01:53 PM -- Report on Electronic Benefit Transfers Program by Department of Revenue and Department of Human Services



Phyllis Albritton, Department of Human Services, provided an update on the electronic benefit card transfer (EBT) program, pursuant to Section 26-2-104, C.R.S. An informational packet was distributed to the committee (Attachment B).

Ms. Albritton answered questions from the committee about EBT program and the use of the cards in various locations.

Flavio Quintana, Department of Revenue, discussed the EBT program and the educational outreach the department has conduced about the EBT program. He stated that the instances of prohibited card use have fallen by about 60 percent from when the law was passed.

Mr. Quintana answered questions about the use of EBT cards in grocery stores that have liquor licenses and the technology used to prevent prohibited card use.
