Representative Kraft-Tharp and Representative Landgraf, sponsors, presented House Bill 16-1103 to the committee. Representative Kraft-Tharp explained that the bill clarifies that students who are enrolled in a graduate school to obtain a mental health degree are not required to register in the psychotherapists database. The bill also requires the Department of Regulatory Agencies to change the type of transcripts required for a student or recent graduate to apply for licensure.

Representative Primavera, sponsor, presented Senate Bill 16-009 to the committee. She explained that the bill updates the statute that prohibits illegal kickbacks between dentists and non-dentists, and clarifies that the legal franchise fees are not illegal under the Dental Practices Act.

Representative Ginal, sponsor, presented House Bill 16-1120 to the committee. She distributed a handout to the committee (Attachment D). The bill requires rabies vaccinations for domestic cats and dogs four months of age or older, and the pet owner is responsible for obtaining the vaccination for their cat or dog within 90 days of acquiring the animal or within 90 days after the animal turns four months of age. Representative Ginal described the threat of rabies in Colorado. The bill allows localities, the State Board of Health, and local boards of health to set more stringent requirements.
