Representative Kennedy and Representative Herod, bill sponsors, presented House Bill 20-1065 to the committee.  The bill requires health insurers to reimburse hospitals for prescribing opiate antagonists to covered individuals; creates immunity for individuals who administer an expired antagonist; allows pharmacists to sell non-prescribed clean syringes or needles to individuals without a prescription; allows local public health agencies to operate clean syringe programs without county approval and allows hospitals to operate a clean syringe program; and increases appropriations to the Harm Reduction Grant Program Cash Fund.

Representative Saine and Representative Humphrey, bill sponsors, presented House Bill 20-1075 to the committee.  The bill prohibits licensed physicians from performing abortions except:



•        when an abortion is necessary to preserve the life of the woman and the physician has made a reasonable medical effort to preserve both the life of the woman and her unborn child; or

•        when the physician provides medical treatment to a woman that results in the accidental injury or death of the unborn child.

Offenses under the bill are punishable as a class 1 felony, and a conviction constitutes unprofessional conduct for the purposes of physician licensing.
