Representatives Esgar and Winter, co-prime sponsors, introduced House Bill 16-1376. Under current law, the Office of Consumer Counsel (OCC) in the Department of Regulatory Agencies (DORA) represents customers of electric and gas utilities in proceedings before the Public Utilities Commission (PUC). This bill expands the authority of the OCC to also represent customers of every common carrier, pipeline corporation, telephone corporation, and water corporation. The sponsors answered several committee questions.

Representative Moreno, sponsor, introduced House Bill 16-1342. The bill, as amended by the House Transportation and Energy Committee, requires individuals or entities engaged in the business of operating a junk yard or salvage yard, as well as a person who sells a motor vehicle as part of a salvaging business or auction business, to acquire and report certain information upon each sale of a salvage, nonrepairable, flood-damaged, junk, or similarly branded motor vehicle. This reporting requirement does not apply to licensed motor vehicle dealers, licensed used motor vehicle dealers, or motor vehicle recyclers. Representative Moreno answered several committee questions.
