This bill authorizes the Marijuana Enforcement Division in the Colorado Department of Revenue (DOR) to promulgate rules related to advertising that is likely to reach underage persons under the Medical Marijuana Code. This authority currently exists in the Retail Marijuana Code. Representative Singer answered several questions from the committee.

Representatives Kraft-Tharp and Wist, co-prime sponsors, introduced House Bill 16-1288. The bill creates the Industry Infrastructure Grant Program within the Colorado Workforce Development Council (CWDC). The purpose of the program is for the CWDC to partner with authorized nonprofit entities to develop industry competency standards to support businesses in their implementation of work site training programs. The bill also creates the Industry Infrastructure Fund to implement the program. The fund is allowed to receive gifts, grants, donations and money from the General Fund. Representative Kraft-Tharp distributed amendment L.009 (Attachment A) and amendment L.008 (Attachment B). The sponsors answered several committee questions.

Representatives Pettersen and Young, co-prime sponsors, introduced House Bill 16-1003. The bill alters the income tax deduction for contributions to qualifying college savings accounts, and the deduction for interest earnings on or withdrawals from these savings accounts to the extent that they are used for qualifying higher education expenses and are not already excluded from federal taxable income. Beginning in tax year 2017, qualifying taxpayers may deduct a percentage of these qualifying contributions, interest earnings, and withdrawals from taxable income based on their adjusted gross income. The sponsors distributed amendment L.003 (Attachment C) and a fiscal memorandum (Attachment D).

Representative Kagan, sponsor, introduced House Bill 16-1292. For tax years 2016, 2017, and 2018, this bill creates a $3,600 refundable income tax credit for taxpayers claiming both a child and a relative as dependents on their federal income tax return. To qualify, taxpayers must have a federal adjusted gross income at or below 200 percent of the national median household income of its size and claim both a child and relative as a dependent. Taxpayers will receive the full $3,600 if they qualify for the credit under this bill as refundable tax credits, which are not limited to a taxpayer's income tax liability. Representative Kagan gave some remarks on the bill and asked that the bill be postponed indefinitely.
