Speaker Hullinghorst and Representative Lawrence, co-prime sponsors, introduced Senate Bill 16-016. The Scientific and Cultural Facilities District (SCFD) funds scientific and cultural facilities within the seven-county Denver metropolitan area. Under current law, the 0.1 percent sales and use tax funding the SCFD is scheduled to expire on June 30, 2018. The SCFD is allowed to submit a ballot question to district voters at the 2016 or 2017 November election authorizing the extension of the tax for 12 years through June 30, 2030. Beginning in FY 2018-19, this bill makes several changes to the funding formula for SCFD Tier 1, Tier 2, and Tier 3 recipients.

Representative Wist and Representative Pabon, co-prime sponsors, introduced Senate Bill 16-080. The reengrossed bill removes an exemption from certain offenses relating to marijuana and marijuana concentrate provided for lawfully cultivated medical marijuana. Under the bill, residential growers of medical marijuana will be subject to the same requirements as other growers to lawfully cultivate in an enclosed and locked space and to restrict the access of persons under the age of 21, unless that person is at least 18 years old and holds a valid medical marijuana card or is a registered primary caregiver. The bill also clarifies that if a person is lawfully cultivating medical marijuana, that fact alone is not sufficient to require a referral to child protection services. The sponsors answered several questions from the committee.
