Representative Lawrence, sponsor, introduced Senate Bill 16-073. The bill requires the State Auditor to conduct postaudits and performance audits of the limited gaming funds that are transferred to the State Historical Fund for the preservation and restoration of the gaming cities of Central, Black Hawk, and Cripple Creek. The State Auditor must conduct three audits, no later than September 1, 2017, September 1, 2022, and September 1, 2027. The bill's requirements are in addition to the State Auditor's current duty to examine annual audits submitted by each local government.

Representative Winter, sponsor, introduced House Bill 16-1280. Under current law, the Department of Public Health and Environment (CDPHE) licenses air ambulances to operate in Colorado that are accredited with the Commission on Accreditation of Medical Transport Systems (CAMTS). This bill gives the CDPHE additional authority to establish state-level licensing of air ambulances that allows for air ambulance operators to receive a license either by gaining accreditation through an approved organization, such as CAMTS (which is no longer directly referenced in statute) or by meeting licensing standards established by the CDPHE and the State Board of Health.

Representative Young, sponsor, presented House Bill 16-1281. The bill modifies the implementation of the state's twice monthly payroll system authorized through House Bill 15-1392. The bill allows the State Personnel Director within the Department of Personnel and Administration to determine when to begin paying salaries twice a month, if it is determined that it is necessary to delay until after July 1, 2017, due to the implementation of the Human Resources Information System. Additionally, the bill eliminates one of the options an employee may use to repay a one-time loan authorized through HB 15-1392.
