The committee came
to order. Kim Bimestefer, Executive Director of the Department of
Health Care Policy and Financing (HCPF), presented on the HCPF R-023 operating
budget request, which was referred from the Joint Budget Committee for

Chris Underwood, Deputy Chief of Staff at HCPF, continued the presentation
with information on the Medicaid Health Technology Systems used by Colorado's
Medicaid program, Health First Colorado. These systems include the
Colorado Benefits Management System (CBMS), Medicaid Management Information
System (MMIS), and PEAK.

and Mr. Underwood responded to questions from the committee about PEAK,
what systems are not included in this project, and MMIS claims processing
payments.

Director Bimestefer
continued the presentation with information on the FY21-22 budget requests
requested by the Office of eHealth Innovation (OeHI) and the Office of
Behavioral Health within the Colorado Department of Human Services (CDHS).

Director Bimestefer responded to questions from the committee about Medicaid
payments, digital medical records, and mental health data in the systems,

Parrish Steinbrecher,
Health Information Office Director at HCPF, and Camile Harding, Strategy
and Innovation Officer at CDHS, continued the presentation with information
about the planned activities in year one of this budget request and their
completion dates and information on how HCPF is working with OIT on this
project.

Mr. Steinbrecher and Ms. Harding responded to questions from the committee
about the use of agile methodology and behavioral health patient tools.
