The committee returned to order. Representatives Tipper and Benavidez, prime sponsors, presented House Bill 21-1320, concerning the continuation of the Sex Offender Management Board (SOMB), and, in connection therewith, implementing the recommendations of the 2019 sunset report by the department of regulatory agencies.  Representative Tipper explained the effect of the bill and discussed its need. Representative Tipper also explained how the introduced bill aligns with the Department of Regulatory Agency's sunset review recommendations, and the decision to not adopt certain recommendations in the bill. Representative Benavidez provided additional input on the merits of the bill, discussing the stakeholder process. Representative Tipper discussed the structure of amendment L.004 (Attachment H).
