The committee was
called to order.  A quorum was present.  Representatives Weissman
and McKean, prime sponsors, presented House Bill 22-1208, concerning changes
to jail data collection requirements.  Representative McKean explained
the effect of the bill and discussed its need.  Representative Weissman
provided additional input on the legislation. Representative Weissman responded
to questions regarding how the bill impacts criminal records expungement.
 Discussion ensued regarding collection of data on those in county
jails under current law, and whether any of the information collected under
the bill would be subject to the Colorado Open Records Act.  Discussion
followed regarding the number of jails that report under the reporting
requirements, and penalties for not complying with reporting requirements.
 Representative Weissman responded to questions regarding which counties
are meeting reporting requirements under current law, and the potential
to capture additional information concerning the inmates in county jails,
such as mental health issues.  Discussion turned to the reporting
requirements surrounding the ages of inmates.

Jack Reed, representing the Department of Public Safety, testified on HB 22-1208 from a neutral position. Mr. Reed responded to questions regarding the capture of data regarding mental health status in county jail inmate reporting, and the number of jails that are not meeting current reporting requirements.

No amendments were offered to HB 22-1208. Representatives McKean and Weissman provided closing remarks in support of HB 22-1208.
