Representative Lukens,
co-prime sponsor, explained Senate Bill 23-068 concerning modifications
to the operations of a public hospital board of trustees created by a board
of county commissioners.  The bill proposes changing the authority
of the board to title real property in the name of the hospital and clarifies
that debt is an obligation of the hospital and may be incurred by the hospital
with approval of the board of commissioners if repayment is dependent on
tax.  In addition, the bill allows the hospital board to offer products
and services consistent with the powers of the hospital and allows the
county to appropriate funds beyond the current 5% county general fund limit.
